The main and fuel pump relays are probably behind the dashboard, near the ECU, have you tested those? also check that the fuse for the interior light and radio is good, the ECU backup power is usually taken from that circuit.

No, I had already tried that when I posted, I should have mentioned that. That's how I know problem is no fuel. Also car will start briefly with starter fluid.

When you turn on the ignition you will usually hear the main and fuel pump relays turn on together, then after around 3 seconds you should hear the fuel pump relay turn off. Do you hear those?

Car will start with starter fluid, dies immediately, fuel pump was locked up, replaced but still won't start. Tested with direct 12v to terminals and new pump works, I assumed fuse or relay, but none marked as such, all fuses and relays look ok and test ok anyway. Any ideas on next place to look?
