It won't send a VIN because that is not supported by that ECU, is it an OBD2 ECU, do you get data from it?

I use Bluetooth ELM327 with my application

the 83 F1 11 7F 09 11 1E  is the response I get when I send 09 commands

can it be that Volvo  S80 T6 year  2000 is not sending the VIN over the OBD?

That message means 'Service Not Supported'. What are you using to send the request? 83 is not an OBD2 format.

I am trying to read the VIN number of my Volvo by sending 09 02 command

and I am getting 83 F1 11 7F 09 11 1E  as an answer to all 09 mode commands

 

01 mode is working OK
